Can you remove a bad review?

Only if it violates Google's policy, and then only by reporting it. Anyone offering to delete legitimate negative reviews is selling something that does not work. The reliable play is burying it under recent positive reviews and answering it well.

Is it against the rules to ask for reviews?

Asking is fine and encouraged. Offering an incentive, filtering out unhappy customers before they can review, or reviewing yourself are all violations that can cost you the listing.

How many reviews do I need?

The number that matters is your count and recency relative to the businesses ranking above you in your city, which we track. A steady flow beats a big burst.
